I'm not completely sure but it looks like Exel worked. The black fungus spot has stopped spreading and the green parts of the stem is holding its own. I keep spraying tiny amounts at the spot pretty much every day; after the big spray down.
Neem Oil doesn't seem to work. I'll just use it to spray down the other plants during spring and stick to Exel for the mangoes.
